Senior Manager, Financial Crime Intelligence Operations, Africa Hub - Standard Chartered Bank - Dubai


Job Description

We are seeking a Senior Manager, Financial Crime Intelligence Operations for our Africa Hub. The position is a new role that is Dubai, UAE based. You would manage the regional hub for Financial Crime Intelligence Operations being set up in Dubai, UAE to serve all countries in Africa where Detica SCS (Transaction Surveillance System) is being implemented.

Key Roles & Responsibilities

• In charge of day-to-day management of FCR transaction surveillance for Africa. This is broader than AML surveillance and will include public domain search, assist in the development of Country Financial Crime profiles of countries in Africa that the Dubai hub will serve; 
• Manage the maintenance of internal watch-lists for Africa; 
• Manage the process of reviewing production orders (supplied by Business Operations), warrants, subpoenas, analyzing/escalating them (where appropriate) and maintaining a Production Order log; 
• Assist the FCR / Compliance personnel in country to liaise with relevant law enforcement authorities and peer institutions in relation to FCR intelligence matters i.e. assisting in the submission of SARs (Suspicious Activity Reports). At times, the Analyst may have to prepare the SAR form for the Country MLRO to consider for filing. Such SARs must be reviewed by the Senior Manager - FCIO Africa; 
• Led examination of transaction surveillance across the region, linking up pockets of suspicious activity or intelligence to provide a consolidated/coordinated view of an FCR issue; 
• Manage the provision of assurance around case management system (quality of data, input discipline, sufficient coverage of all FCR activity streams). This includes the QA to be done on Transaction Surveillance etc; 
• Develop and maintain all relevant FCIO hub DOIs, assist countries in developing their DOIs (if any); 
• Manage the performance of hub team - in charge of reviewing of Alerts flagged in CMR and assessing them against the CDD records carried by the Bank (or co-ordinate with the countries to obtain this information / documentation) to carry out an investigation and clearing and closing on a timely basis; 
• Lead and manage Collection /Collation/Analysis of accurate FCR metrics data for the countries served, such as Cases, Alerts and SARs and providing this information on a timely basis to the Regional Head of FCIO - MENAP and Africa; 
• Assist in the day to day management of approved vendors in region in order to provide necessary information on entities etc such as Dun and Bradstreet, if any; 
• Help provide training on transaction surveillance and respond on a timely basis to queries from the stakeholders involved i.e. colleagues in Chennai and the Business; 
• Review and understand (gaining expert knowledge in the process) of country laws and regulations of the African countries that the Dubai hub will serve; 
• Develop technical knowledge of systems to enable review of data mapping etc and work closely with country Business / Compliance teams and Chennai AML technology teams 
• Constantly evaluate the overall hub process framework and systems with a view to improve efficiency, productivity and effectiveness of the process and delivery model; 
• Lead development of appropriate controls and procedures relating to transaction surveillance, customer screening and suspicious activity reporting. Support the operation of such controls and procedures and keep the procedural manual up to date; 
• Develop frameworks to undertake quality assurance review transaction surveillance & customer screening to identify suspicious activities and assist in preparation of SAR filing where necessary. Ensure that sufficient controls in line with the bank's ORMAF framework are implemented and executed in a timely manner; 
• Ensure significant issues identified are reported and escalated in a timely manner; 
• Ensure regulatory requests relating to AML are promptly attended to; 
• Lead implementing and maintaining the Transaction Surveillance & Customer Screening system used by the unit; 
• Familiarize with the Bank's businesses, products, procedures, organizational structure and internal money laundering requirements; 
• Uphold the Values of the Group at all times; 
• Offer general support and cover to the FCIO MENAP and Africa Team. Ensure that teams are cross-trained to create band-width for staff movement to manage periodic spikes in volumes; 
• Ensure that overall minimum productivity, TAT and quality targets for the team are achieved; 
• Ensure that the function is audit-ready at all times; 
• Manage all admin and HR related activities of direct reports 
• Development of proactive regional intelligence capability able to predict significant FCR events that may impact the franchise, research these issues, map the relationship/transactional impact, escalate and report findings ahead of time; 
• Providing investigative research support to advisory teams as a due diligence measure on highest risk customers; and 
• Assisting CDD advisors with Annual AML Country Risk Assessments; and 
• Carry out / assist Regional Head of FCIO in carrying out Compliance Monitoring and related activities in the region.

Qualifications & Skills

Dimensions: 
• Principal statutes/regulations affecting the Bank in the countries in Africa that the hub will serve - primarily, Africa. The list of statues will be available with Senior Manager - FCIO Africa. SCB's internal policies and procedures on AML, Sanctions and Fraud. 
• Independent budgets, 5-6 reportees, no operational or expense authorities 

Knowledge and skills 
• Educational background - post graduate / professional level. CAMS certification must. 
• Experience in the financial services industry, in relation to AML Surveillance processes, preferably in Africa. 

In relation to Anti Money Laundering the job holder should: 

• Strong experience of FCR (or departments related to combating Financial Crime) and financial services business activities in general and have access to all business information relevant to his/her role; 
• Have a good knowledge of the Group, the Policies, Procedures and Standards relating to Financial Crime Risk, as well as knowledge of the local regulations and legislation on AML/CTF and sanctions; 
• Strong analytical and decision making skills. Strong responsibility and organisation skills. Excellent negotiation and communication skills - written and verbal including presentation skills. Strong learner, intellect and relater. Ability to work independently with minimal supervision and to complete tasks in timely manner. Self-motivated and self-reliant, with the ability to provide practical and effective advice. Inclusive style and good listening skills are required. Being able to accept challenge, listen to the other point of view and adapt your approach accordingly is essential;

• Understanding of the key features of relevant FCR laws and regulations that affect the Group; 
• Good knowledge of banking products and support structure; 
• Strong written and verbal communication skills; 
• General operational knowledge; 
• Strong all round banking experience / consulting experience in the AML field; 
• Subject matter knowledge on KYC, AML / AML Certification; 
• Team Player; 
• Knowledge of Core Banking system & other transaction & customer related systems, & DETICA AML systems; 
• Good judgment. An inquisitive approach to practices and procedures; 
• Personal integrity; 
• Independence and resilience; 
• Ability to determine the appropriate course of action in resolving issues & escalation to appropriate authority.
